Judy and Lisa,

There were merit based fellowships for Native American (and other) students
in the UC system, including Riverside and here at UCLA as well.
Unfortunately, due to the Regents of the UC's decision to do away with any
type of affirmative action, as well as the passage of proposition 209, these
fellowships are no more. I personally have been directly affected by these
events. THe good news is that each department is trying to work with this
new situation, trying to find ways to fund promising students such as your
friend. So I'd say it's still worth a shot to try for some type of
fellowship despite the new ruling.

It's a lot easier to find funding on the graduate level-not that this helps
your student in his present situation.

You cannot beat an ROTC scholarship, particularly if you are
interested in engineering or one of the science or health professions.
The military put me through college and law school and has mostly
treated me right, so I have no hesitation in recommending this path
for anyone who might be interested.
