CARTA DE LOS ESCRITORES EN LENGUAS INDIGENAS
SOBRE LOS ACONTECIMIENTOS DE CHIAPAS
Mexico, D.F., a 7 de enero de 1994
"Escritores en Lenguas Indigenas, Asociacion Civil" es una organiza-
cion que se constituyo' en noviembre de 1993, en Texcoco, Estado de
Mexico. Su objetivo fundamental es el de promover el desarrollo y la
difusion de las lenguas y la literatura de los pueblos indigenas, a
fin de preservar su identidad, integridad cultural y su dignidad en el
conjunto de la sociedad mexicana.
Por ello, los abajo firmantes que integramos la Asociacion mencionada,
preocupados por la situacion del conflicto armado que afecta a nues-
tros hermanos mayas de los Altos de Chiapas, nos permitimos expresar
los siguientes puntos de vista:
a) Es evidente que nuestros pueblos han sufrido por mucho tiempo la
opresion; han sido despojados de sus mejores tierras, vejados en sus
relaciones con el resto de la sociedad y discriminados, en muchos
casos, por mantener su identidad cultural, y no siempre atendidos de
la mejor manera: con dignidad, igualdad y respeto por parte de los
representantes de las instituciones.
b) No obstante lo anterior, consideramos que no es el camino de la
violencia, mucho menos el de la confrontacion armada, como van a
resolverse los problemas ancestrales que padecen nuestros pueblos.
Cierto es que han vivido varios siglos de dominacion y explotacion;
pese a ello, creemos que deben ser los caminos del dialogo y la nego-
ciacion los medios para atender de una vez por todas, sus demandas
largamente postergadas.
c) De los sucesos actuales, pensamos que debemos aprender todos: go-
bierno y sociedad civil, toda vez que constituyen un llamado y una voz
de alerta a la conciencia mas profunda de todos los mexicanos, para no
seguir reproduciendo los mismos esquemas paternalistas y discriminato-
rios que velada o abiertamente se ejercen hacia los pueblos indigenas.
Creemos que e'stos han tenido desde siempre, la mayoria de edad no
reconocida, para participar en los diferentes ambitos y niveles de la
vida del pais.
d) La situacion de Chiapas es grave y preocupante. Pero mas alla de la
violencia que se ha desatado, los mexicanos debemos pensar con serie-
dad y serenidad en el futuro de los pueblos indigenas, que es, en
ultima instancia, pensar en el futuro de Mexico como nacion. Todo ello
implica, entre otras cosas, la instrumentacion ya no de proyectos in-
digenistas o de asistencia social, sino de programas integrales, con-
cebidos por ellos, con ellos y para ellos. Implica, tambien, poner en
manos de los mismos pueblos, a traves de los profesionales indigenas,
la direccion de las instituciones que desarrollan programas en las di-
ferentes regiones; abriendo, al mismo tiempo, los espacios de partici-
pacion politica en las camaras legislativas locales y federales, con
representantes indigenas, electos conforme a sus tradiciones y
costumbres.
Si bien es cierto que el estado de Chiapas requiere de una atencion
prioritaria, no deben postergarse por mas tiempo, las demandas de
nuestros pueblos en todos los estados de la Republica.
e) Desde luego, que lo urgente es el cese de la lucha armada y el es-
tablecimiento de un dialogo de las partes en conflicto para la nego-
ciacion, teniendo como pre-requisito la amnistia general, como ya ha
sido propuesto por algunos sectores, que asegure la integridad de las
organizaciones y personas involucradas directamente.
Los puntos anteriores expresan nuestras preocupaciones y recogen tam-
bien, nuestras aspiraciones para lograr la tranquilidad social que nos
permita construir entre todos, las nuevas relaciones de igualdad y de
justicia entre los pueblos indigenas, el estado y la sociedad
nacional.

LETTER BY WRITERS OF INDIGENOUS LANGUAGES ABOUT THE EVENTS IN CHIAPAS
Mexico, D.F., January 7, 1994
"Escritores en Lenguas Indigenas, Asociacion Civil" [Writers in Indigenous
Languages, Civil Association] is an organization which was formed in November
of 1993, in Texcoco, State of Mexico. Its fundamental objective is to promote
the development and the diffusion of the languages and literature of
indigenous peoples, in order to preserve their identity, cultural integrity
and dignity within the context of Mexican society.
Therefore, we the undersigned who make up the aforementioned Association,
concerned about the situation of armed conflict that affects our brother
Mayans of the Highlands of Chiapas, take the liberty of expressing the
following points:
a) It is evident that our peoples have suffered oppression for a long time,
have been dispossessed of their best lands, have been humiliated in their
relations with the rest of society, and discriminated against, in many cases,
for maintaining their cultural identity, and not always paid attention to in
the best manner: with dignity, equality and respect on the part of the
institutional representatives.
b) In spite of the preceding, we hold that the path of violence, much less
that of armed confrontation, is not the way to resolve the ancestral problems
that our peoples have suffered. It is certain that they have lived through
several centuries of domination and exploitation; nevertheless, we believe
that the paths of dialogue and negotiation should be the means for addressing
once and for all their long postponed demands.
c) As to the current happenings, we think that we all have to learn - the
government and the civil society - since they consitute a call and a voice to
alert the deepest conscience of all Mexicans, in order not to continue
reproducing the same paternalistic and discriminatory schemes which have been
used openly or covertly against the indigenous peoples. We believe that
these people have tried since time immemorial, most of the time unrecognized
[?], to participate in the different areas and levels of the national life.
d) The situation of Chiapas is grave and troubling. But beyond the violence
that has broken loose, we Mexicans need to think seriously and calmly about
the future of the indigenous peoples, which is in the last analysis to think
about the future of Mexico as a nation. All of that implies, among other
things, the instrumentation not only of "indigenist" projects or social
assistance projects, but also of integral programs conceived by them, with
them, and for them. It implies also putting into the hands of these same
peoples, by means of indigenous professionals, the direction of the
institutions that develop programs in the various regions, at the same time
opening up space for political participation in the legislative chambers both
local and federal, with indigenous representatives, chosen according to their
traditions and customs.
Although it is clear that the state of Chiapas requires priority of attention,
the demands of our peoples in all the states of the Republic must not be put
off any longer.
e) Of course, the most urgent thing is the cessation of armed conflict and the
establishment of a dialogue of the parties in conflict for negotiations,
keeping as a prerequisite a general amnesty, as has already been proposed by
some sectors, to ensure the integrity of the organizations and persons
directly involved.
The preceding points express our concerns and also put together our hopes for
attaining the social calm which will permit us to build among all new
relations of equality and justice between the indigenous peoples, the state
and the national society.
