native access to computers/internet

With regard to Smokey McKinney's point about limited access to computers
at least in some areas there are a lot of computers around and often
local email. Schools and band/tribal governments and so forth often have
PCs, usually not connected to the internet. So my guess is that if internet
access were available use would be made of it.
For a case in point, two weeks ago I was astounded to receive an
email message in Carrier, from an elder who doesn't know how to read or
write. One of the teachers on the reserve finagled an account on a machine
on the internet to which he dials in from the reserve, and he typed the
message in.
