Try either

SIL's Encore Fonts - a commercial product c. $70, not the freely distributed
IPA fonts. Encore Fonts allow you to roll your own TT fonts using a very
large set of base characters and diacritics (a superset of IPA usage), in
three type faces and a full set of variants. I think the following is
current.

Contact Tim Montler (montler@untvax.bitnet was the last address I had for
him) has in the past developed a pretty full set of HP bitmap fonts for
Salishan purposes, set up for use with WP for DOS, but usable in other
contexts, too, if you do your own installation, keyboard, and screen fonts.
(This information is basically pre Windows 3.1, so I'd check with him to see
what he recommends today.)
