DOCUMENT OF THE INDIGENOUS PEOPLES OF THE UPPER JURUA'
We, indigenous leaders of the Upper Jurua' valley, meeting in
the city of Cruzeiro do Sul, announce to all indigenous entities,
indigenous support groups and environmental organizations both
within and outside Brazil as well as to the peoples of the forest
and the cities, that we have decided to create "The Indigenous
Peoples' Movement of the Jurua' Valley, an autonomous organization
that represents our communities.
Our movement, representing the majority of the indigenous
population and indigenous areas of the State of Acre, is one of
affirmation and union and has the following objectives and goals:
- to fight for the demarcation of all the indigenous lands in
our region and assist in the demarcation of all the indigenous
lands in Brazil;
- execute economic, social and cultural projects that benefit
our communities and our territories, that are based on a respect
for our cultures and traditions;
- establish alliances with rubber tappers and other extractive
workers that are based on a respect for our territories and the
cultural differences between us, strengthening the Alliance of the
Forest Peoples in the Upper Jurua' Valley.
We, indigenous leaders of the Upper Jurua' Basin, feel that it
is necessary to affirm our autonomy, in the first place because our
region is isolated and possesses its own characteristics.
This necessity manifests itself in the difficulty that we
confront these days in presenting and administering our projects,
due to the behavior of UNI-North. This behavior is dividing the
Brazilian indigenous leaders and making difficult the union between
indians and rubber tappers, that in our region involves today
health projects and projects for cooperatives as well as the
cooperation between our communities and the Upper Jurua' Extractive
Reserve, that borders various indigenous areas and totally respects
their territories. One of the examples of how UNI-North acts
against our Alliance was a document sent to the Brazilian
authorities and an international bank, soliciting them to
interrupt, "the process of the demarcation of the National Forests
and/or the Extractive Reserves that conflict with indigenous
areas," and citing "Indigenous Lands mixed with Extractive Reserves
(Tejo River-Upper Jurua')." This is not the truth in relation to
the Upper Jurua' Extractive reserve that does not overlap with any
of the four indigenous areas, that are around this important and
strategic Extractive Reserve. We support the demarcation of the
Upper Jurua' Extractive Reserve, because the rubber tappers are our
best neighbors and allies in this region. We are building an
Alliance that is very beautiful and important with the rubber
tappers of our region. And we continue with this union with all
the rubber tappers of the Upper Jurua' Valley.
We also want to express our solidarity with the national
coordinator of UNI, Ailton Krenak, and to the president of the
National Rubber Tappers Council, Julio Barbosa de Aquino, that have
been slandered by UNI-North and COIAB-Manaus, with the help of
CIMI. We ask our young brothers of UNI-North in Rio Branco, that
they reflect better regarding these actions and defamatory
campaigns published in the "Porantim," and in the press of Rio
Branco/Manaus and in the Central-South of the country.
Our organization has an Executive Directorship and a
Deliberative Council formed exclusively by the leaders of our
communities, legitimate representatives of our peoples. We solicit
all entities that support our goals that they communicate with the
"Movement of Indigenous Peoples of the Upper Jurua'."
We conclude our Document with a salute to our brother peoples.
