Dear Mr. Williams,

Just one quick comment on your paper. The concern deals with
Tropical forest's and people's issues.

You say under the section on agreements on forests that
indigenous and local people should be involved in the decision
process.

What if these people want to cut their forests? Many if not most
do in Papua New Guinea because of their desire for roads and
other material developments. This is based on one-sided and
inaccurate information provided by foreign exchange hungry
governments and ever voracious multi-national timber interests.
Is there a need to guarantee the rights of indigenous peoples to
educational materials relating to the social & environmental
consequences of forest disruption?
