JULY 15-19,1991, Stadtroda, Thuringia, Germany

RESOLUTION ON THE JAMES BAY HYDRO-ELECTRIC PROJECT

WHEREAS the James Bay Cree never gave up their traditional ways of
living and subsistence;

AND WHEREAS the government of Canada and of Quebec started construction
of a hydro-electric energy project in Quebec at James Bay in 1973;

AND WHEREAS numerous companies and institutions from France, Germany
and other European countries are involved in the James Bay Project;

AND WHEREAS 15,000 sqkm were already flooded and large areas of Cree
land already have been irreversibly destroyed;

And WHEREAS the next two phases of the project will further damage the
environment as well as Cree hunting and trapping lines and will destroy
animal habitats, and as the total development will affect 65,000 sqkm
of sub-arctic land which is especially sensitive to any changes;

AND WHEREAS the James Bay Agreement of 1975 demanded a comprehensive
study to be done on the project's impact on the people and the
environment;

AND WHEREAS environmental studies and hearings never have been done;

AND WHEREAS hydrogen is imported to the industrialized countries, it
is not the clean energy as it is promoted, because the environmental
damage is left with the indigenous people of the Cree;

NOW THEREFORE we, the participants of the 7th European Meeting of North
American Indian Support Groups, representing 14 countries, do hereby
strongly demand

- an immediate stop of phases II and III, and further demand to invest
all efforts in remedial measures on land already damaged by the James
Bay Hydro-Electric Project;
- that all American and European companies and the European Community
withdraw their involvement in the James Bay Project;
- the recognition of Cree land rights;

and ask the support of environmental organizations to stop this
devastating project and to save the basis of the Cree way of living.
