Resolution on the Fur Trade Restrictions

In June, the Council of Ministers in the EEC took the final vote on the
proposed Regulation on the importation of certain furs (COM(89) 198
as amended by COM(91) 86). The Regulation suggests a total ban on
furs deriving from countries that use trapping methods inconsistent
with international humane standards. The Dutch Secretary of State,
the department responsible for animal welfare, as chairperson from
EEC is preparing the Regulation on this issue.

Since many indigenous people will be affected by this Regulation, we
strongly recommend that it include a guarantee of protection of the
rights of indigenous people to hunt and trap.

In the light of the commemoration in 1992 of the 500th aniversary of
Columbus's "discovery" of the Americas, we believe that it is
inappropriate for Europeans to be once again telling the aboriginal
inhabitants of the Americas how to organize their lives.

Noting the beneficial effects of increased co-operation between
environmental protection organisations and indigenous support
groups over rainforest preservation, we strongly recommend that
dialogue on the fur trade be initiated between indigenous support
groups and animal welfare and environmental organisations.
