Why does an Agreement have a budget at all?
Who was authorized to sign for the Cree?
Why is it useful to have an annual report by the James Bay Mercury?
Is the name of the newspaper (?) meaningful, or only a coincidence?
If there are already high levels of mercury in the food chain, how
can flooding not help but make it worse?
