The United Nations Conference on Environment and Development
(UNCED), commonly referred to as the Earth Summit, is considered
by many as the most important meeting humankind has ever held.
In June 1992, in Rio de Janeiro, Brazil, heads of state from
around the world will sit down together to negotiate binding
commitments to environmental protection and equitable
development. For one of the first times ever, non-governmental
sectors such as trade unions, science, women, youth, industry,
and indigenous peoples will be able to participate actively in
these discussions. As youth, it is our responsibility to prepare
now in order to make our voice heard at UNCED. One way that
youth organizations can contribute to this process is by
participating in the YOUTH '92 - WORLD YOUTH FORUM ON ENVIRONMENT
AND DEVELOPMENT to be held in Costa Rica from March 22 - 29,
1992.

At this international conference, 250 delegates from around the
world will participate in creating a world youth statement on
environment and development to be presented in Brazil at UNCED.
The Forum, co-organized by Costa Rican and Canadian youth in
consultation with an International Youth Committee of youth
representatives from Asia, Africa, Europe and the Americas, will
provide an excellent way for youth to voice their opinions on
environment and development issues. The conference will also
provide an unprecedented opportunity for networking between youth
organizations internationally and for coordinating youth action
around the Earth Summit and beyond.

In the months leading up to the Brazil conference, youth all over
the world are organizing national and regional preparatory
conferences and consultations to educate themselves on the
issues, define national youth positions, coordinate actions, and
identify delegates for the Costa Rican conference. We strongly
encourage interested organizations to participate in these
events, or if necessary, to initiate preparatory processes in
their own countries. You will find enclosed a list of the
current members of the World Youth Preparatory Forum's
International Youth Committee. We recommend that interested
organizations get in touch with these regional representatives to
help in the planning and coordination of their events.
Applications, however, should be sent directly to the Canadian
Secretariat at the address below.

Given the limited number of delegates that can be accepted from
each region, regional selection committees will only be able to
consider applications made by organizations, and not by
individuals on their own behalf. It is also quite probable that
for many countries there will only be space for one or two
delegates at the Costa Rica conference. In order to avoid
unnecessary competition between organizations, we urge interested
parties to coordinate their nominations of delegates with other
organizations within their country or region. Candidates who are
nominated as a result of inter-agency coordination or selected by
national youth preparatory processes will have a definite
advantage. Finally, we strongly encourage applications from
small, grassroots organizations in addition to larger, more
established groups. The general selection criteria are as
follows:

- applications will only be accepted from youth organizations,
not individuals
- preference will be given to youth-managed organizations
- applying organizations must be involved in environment and
development work.
- delegates must be between the ages of 15 and 30 years old on
March 31, 1992; preference will be given to younger candidates.
- delegates will be responsible for reporting back to their own
organizations, as well as to others in their region who were not
able to attend the conference.
- candidates must be able to function in one of the following
working languages: Spanish, French, or English

Given that most of the world's countries and population are found
in the South (developing countries), at least 50% of delegates at
the World Youth Preparatory Forum will be selected from the
South. Selection committees will ensure equal representation of
men and women at the conference. Care will also be taken to
include a diversity of ethnic, cultural, political, and religious
viewpoints. This will include setting aside a places for
representatives from indigenous people groups.

Delegates who are selected will be required to pay a registration
fee of US$100, in addition to their travel, lodging, and food
costs. However, the ability of organizations to pay this fee
will not be a factor in delegate selection. Southern delegates
will be eligible for full or partial sponsorship based on
financial need and the availability of funds. Sponsored
organizations will nevertheless be expected to undertake
fundraising locally to raise the registration fee mentioned
above.

We heartily encourage your organization to take up the challenge
of ensuring that the youth of your region have their views heard
in Costa Rica and in Brazil. We would be very grateful if you
could pass on the enclosed information to other organizations
(large and small) that would be interested in Youth '92. Please
note, however, that a separate selection process and application
procedure will be used in Latin America and the Caribbean.

World Youth Preparatory Forum for the United Nations
Conference on Environment and Development (UNCED)

The World Youth Preparatory Forum for the United Nations
Conference on Environment and Development (UNCED) will be held in
San Jo, Costa Rica from March 22-29, 1992. The conference will
bring together 250 representatives of non-governmental youth
organizations actively involved in environment and development
issues in order to generate a world youth statement for UNCED, to
network between organizations internationally, and to coordinate
youth actions and strategies up to and after the Earth Summit
(UNCED) in Brazil in June 1992. The conference is being
organized jointly by the Youth '92 Preparatory Committee in Costa
Rica and the Canadian Youth `92 Secretariat. All decisions
regarding selection procedures, conference format, and discussion
themes are taken in consultation with an International Youth
Committee composed of representatives of non-governmental
organizations from around the world. Funding for the conference
has been provided principally by Environment Canada and the
Canadian International Development Agency. A more detailed
information sheet is available.

Applications will only be accepted from organizations, and not
from individuals. All applicants should be actively involved in
environment and development issues. Preference will be given to
youth-managed organizations. All representatives nominated must
be 15 to 30 years old on March 31, 1992, and preference will be
given to younger candidates. We strongly recommend that
applicants nominate both a female and a male candidate since 50%
of the places will be given to female candidates. Over 50% of
the places available will be reserved for Southern delegates.
We encourage organizations to coordinate with other groups in
their country or region in nominating delegates, since spaces are
very limited. Candidates must be able to function in one of
the three conference languages: Spanish, French, or English.
Selected delegates will be asked for a US$100 registration fee,
in addition to covering their own travel and accommodation costs.
Ability to pay will not influence participant selection. Funding
is available for partial or full sponsorship of Southern
delegates. Sponsored delegates will still be expected to
fundraise locally for the US$100 registration fee.

All completed application forms must be received by the Canadian
Secretariat by December 31, 1991. Applications must be
accompanied by photocopies of the nominees' passports for visa
purposes. Late applicants will be placed on a waiting list. All
applications will be forwarded to regional selection committees
established by International Youth Committee members. These will
choose delegates according to regional quotas established by the
International Youth Committee. Where space is not sufficient on
this form, brief additions may be made on a separate sheet of
paper. NOTE: A different application procedure is being used
in Latin America and the Caribbean coordinated by the Costa Rican
Preparatory Committee.

The World Youth Preparatory Forum for UNCED YOUTH '92
San Jo, Costa Rica, March 22-29 of 1992

As the youth of this planet, we are all deeply concerned with the
state of the world. The common future of today's youth, and that
of generations to come, will be shaped by the consequences of the
destruction of forests, the pollution of oceans and freshwater
resources, the rise in poverty levels, the disposal of hazardous
wastes, the extinction of species, the overconsumption of
resources, the change in climate, and many more critical issues.
These are the types of issues that will be discussed in June 1992
when government leaders from around the world gather in Brazil
for the "Earth Summit" : the United Nations Conference on
Environment and Development (UNCED).

At the Earth Summit non-governmental sectors will be able to
participate more actively than ever before in discussions of this
nature. Participants will include groups from business and
industry, trade unions, scientific institutions, women's groups,
indigenous peoples' organizations and youth groups. The goal of
the conference will be to negotiate a series of binding
commitments to environmental protection and human equity around
the world.

As youth, it is our responsibility to prepare now, in order to
have our voice heard at UNCED in June 1992. Although we may lack
the technical expertise of other groups, we have the energy,
idealism and enthusiasm to suggest solutions and to realize them.
Our sense of urgency and commitment to change are demonstrated
by youth everywhere who are voicing their concerns through active
participation in environment and development groups.

The World Preparatory Youth Forum
In order to be better able to voice our opinions at UNCED, a
World Youth Preparatory Forum is being organized to allow youth
of all nations to share their ideas and visions for the future.
Approximately 250 youth delegates from around the world will be
invited to attend the conference to take place from March 22
to 29, 1992 in San Jo, Costa Rica. The principal funding for
the conference has been provided by Environment Canada and the
Canadian International Development Agency.

The proposed objectives of the Forum are: to prepare a World
Youth Statement on environment and development issues for
presentation to government leaders and representatives of
non-governmental sectors at UNCED; to provide a forum for
networking and exchange among youth groups involved in
environment and development issues; to coordinate the
participation of an international youth delegation to UNCED; to
ensure a North-South perspective in the preparatory process for
world youth; to develop a global action plan
for youth to follow up UNCED.

Conference Structure
The conference will consist of plenary sessions, separate
regional sessions, and workshops focusing on the objectives
stated above. Other publicity events and study tours will also
be planned during and after the Forum.

Coordination by Youth
The World Youth Preparatory Forum is being organized jointly by
the Youth '92 Canadian Secretariat and a coalition of Costa Rican
organizations, the Youth '92 Preparatory Committee. These two
organizing bodies are managed by youth and work in close
consultation with an International Youth Committee which
ensures youth input from around the world in the preparations for
the Forum.

The Canadian Secretariat: The Canadian Youth '92 Secretariat
shares the responsability for overall coordination of the Forum
with the Costa Rican Preparatory Committee. In addition to its
international functions, it has coordinated a Canadian
preparatory process in 1991 which involved six regional workshops
and a national conference where an international delegation was
selected. The Secretariat is operating under the auspices of the
Canadian Youth Foundation and is a project of the Canadian Youth
Working Group on Environment and Development (CYWGED). The
CYWGED acts as a steering committee to the Secretariat. Composed
of representatives from non-governmental youth environment and
development organizations in Canada, it was created in May 1990
with the objective of empowering youth, in Canada and
internationally, to become involved in environment and
development issues.

The Youth '92 Preparatory Committee (Costa Rica): Together with
the Canadian Secretariat, the Costa Rican Youth '92 Preparatory
Committee has overall responsibility for general coordination and
international representation of Youth '92. Like the Canadian
Secretariat, the Preparatory Committee is also responsible
for coordinating a national preparatory process. The Costa Rican
Preparatory Committee is overseeing all Youth '92 networking and
delegate selection procedures for Latin America and the
Caribbean.

The International Youth Committee (IYC): This committee of key
youth representatives from around the globe has been constituted
to provide direction to the Canadian and Costa Rican forum
organizers in the preparation and programming of the World Youth
Preparatory Forum. Specifically, the International Youth
Committee is responsible for overseeing programming and the
preparation of working documents for the event. Among other
things, the IYC has helped establish selection criteria and
regional quotas. In the coming months, it will assist the
Canadian and Costa Rican organizing bodies in the regional
selection of participants and act as focal points for their
respective regions in the Forum planning process.

Participant Selection
Members of the International Youth Committee are currently
establishing regional committees of representatives from
non-governmental organizations to carry out participant
selection. Application forms are available from the Canadian
Secretariat. The deadline for applications is December 31, 1991.
(Note: Delegate selection in Latin America and the Caribbean is
being organized separately and groups from this region should
contact the Costa Rican Preparatory Committee for information.)

and other relevant organizations. The languages of the World
Youth Preparatory Forum will be Spanish, French, and English.

Southern Participation
North-South issues are central to any discussions about
environment and development. For this reason, a majority of
delegates will be selected from Southern (developing) countries.
Financial assistance will be made available to southern delegates
invited to attend the conference, in function of need and the
availability of funds. Furthermore, to emphasize a Southern
perspective, Costa Rica has been chosen as the venue for the
World Youth Forum. The country also offers exciting opportunities
to organize a number of ecological study tours in its tropical
rainforest, before and after the conference.
