Hi Kerry,
I looked into your question about "what significance (it) does have for
anyone that the 'world-wide' distribution list of the standard response letter
did not include any Australian missions" and found at least one Australian
mission mentioned in the header of the fax of Nov 21, 1991, from External
Affairs announcing the standard response letter. I have attached the text of
the fax below and you will find CNBRA for Canberra in the header.
