You should read the Federal definition of "Visible minority". First of
all I tried to nail them down on it one day, and NO ONE knew what it was,
although they have all these programs designed for them, whoever they
are. The closest i could get was that a visible minority was anyone
who felt he was outside the canadian mainstream. It's self-declared!!
For that matter, native is self-declared too! You are inuit, non-status
or metis if you say you are! hence, many programs geared for natives
are raided by people who are 1/16 "native".
You're right! we are a strange lot. it comes from having a spineless
electorate and a civil service (which is neither civil nor a service)
run wild. Recently, I tried to get a list of all Federally funded
training programs in the Winnipeg area. No one knew! in fact, they
were downright hostile!
How dare a taxpayer ask for accountability!!!! I have yet to get my hands
on a Federal or provinical budget which actually give a breakdown of how
much was spent on what.
