A representative of the Lubicon Indians says it's becoming clear
that Ottawa's using the current round of negotiations as a
stalling tactic. Fred Lennarson says that in the months the
talks have been going on, Federal officials have still not given
a detailed response to Lubicon proposals and are sticking to
their "take-it-or-leave-it" offer of January 1989. Lennarson
says it seems Ottawa just wants to string out the process until
the Lubicons give up. But Lennarson says it's tough for the
Lubicons to walk away from the non-productive talks.

It's a very tough position for them. Clearly there will be no
settlement unless there are negotiations. But my personal
conclusion -- and I'll represent it as such -- is that the
Government is simply using the facade of negotiations as a tactic
in order to buy time while the Lubicon society continues going
down the drain.

Lennarson says there will be some kind of development in the next
few days, with supporters of the Lubicons planning to take action
on their behalf to shake things up but he wouldn't elaborate.
