The Ortiz book Ted Jojola speaks about is:

I do not remember whether there has been enumerated among the pertinent
Un documents also the volume edited by Vine Deloria, titled AMERICAN
INDIAN POLICY IN THE TWENTIETH CENTURY (Norman 1985: Univ. of Oklahoma
Press). In this volume there is a chapter authored by Sharon O'Brian
dealing with the children adoption policies in the US Native reservations
with regard to UN children's rights principles.
