The Camp Crier

Since July 14, 1991, the Sovereignty Organizing Committee has
accomplished much. A working relationship with the U.N.P.O.
[Unrecognized Nations and Peoples Organization] was developed
upon their recognition of our declaration of independence
and attendance at the General Assembly Meeting; also with the
Mohawk Nation and the League of Indigenous Nations (LISN).
A delegation attended the conference there and a constitution
was developed using the "Great Law of Peace of the Mohawk
Confederacy" and this will be discussed at the meeting (Bear Butte
Council Meeting, July, 1992). All Tribal Governments and various
leadership organizations of the traditional leadership have been
contacted and/or met with and informed of our intentions and
progress.
The Bear Butte Council will meet this July 11-14 at Bear Butte to
discuss strategy and develop organizational structure for the year.
IT IS IMPORTANT THAT WE FORM A WORKING NATIONAL GOVERNMENT
BODY... We have a commitment to attend the LISN conference to form
the constitution for the HEMISPHERIC INTERNATIONAL GOVERNMENT that
we are expected and relied on to contribute to. We need to send
delegates to the U.N.P.O./U.N. meeting in July-September to insert
our input relative to our needs. This is in Geneva [Switzerland].
Agenda and maps will be provided at the Bear Butte meeting. We need
to provide a document and a mandate to the U.N.P.O. in January at
the General Assembly Meeting for our representation. These will be
presented at the Bear Butte meeting.
In attendance at the Bear Butte Meeting will be tribal
representatives from various reservations, including the Sioux
Valley band of Canada, Mohawk, LISN and AIM representatives, as
well as representatives from other tribes.
Many things need to be done: printing mailing, phone calls, etc.

world and international community are looking toward us to effect a
legally recognized sovereign model.

Also in the newsletter is a schedule for the 2nd Bear Butte
Council. Since today is the last day, I'll post only the committees
that were planned so that people can see some of what the Lakota
Sovereignty Organizing Committee is working toward.

Governmental Reform Committee
This will consist entirely of acknowledged treaty elders and
descendents, with other advisors as chosen and approved by them -
they will discuss the history, custom and international law
inherent in their authority to be the one and only GOVERNMENT of
the Black Hills Bioregion.

Cultural Reform Committee
Storytellers and artists experienced in the vital media arts
will gather here to make specific plans and recommendations to take
to the other Committees for publishing, movie and television
production and oversight, music, arts and crafts, and an articulate
statement of 'Cultural Policy.'

Environmental Reform Committee
Those in expertise in wildlife and natural environment
management and reclamation will be crucial here; and inter-dependant
on the other Committees for rebuilding the buffalo herds and wolf
packs, for instance, stopping mining and polluting immediately,
etc.

Educational Reform Committee
Educators, parents and students committed to a strong alternative
revitalization of 'Survival Schools' may attend this Committee's
initial meeting and discuss general principles.

Economic Development Reform Committee
Fundraisers, grant-writers, entrepreneur and responsible
'businesspeople' can form here to help as an outreach committee
with the Committees, all of which will also be concentrating on the
economic survivabilty of everyone.

Medical and Health Care Reform Committee
Experienced medical people and healers are especially needed to
institute wholistic 'Healing and Wellness Centers' to replace the
unhealthy hospitals of today.
