The governments of Canada and Germany have signed an
Exchange of Letters extending the agreement under which
the German Air Force conducts low level military flight
training at CFB Goose Bay, Labrador. The previous agreement
was to expire in 1996 -- this new agreement extends
the arrangement until 2002.
The Innu, the indigenous people of Labrador and eastern Quebec,
have long protested these flights, which have a
highly disruptive influence on their way of life and may cause
serious damage to the environment of the area.
This renewed agreement has been signed before the
Environmental Assessment Review Process is completed -- it
may indeed be an attempt to avoid the consequences of the
environmental review.
This agreement has been signed entirely without consultation
with the Innu, to whom the land rightfully belongs.
