I disagree with Jimmy Shendorsale's comment that sending funds directly to a
tribal higher ed program would be a more appropriate use. Funds sent to the
AICF that go out to the tribal colleges do not have to go through the tribal
bureaucracy, they go directly to the tribal college. Higher ed funds do not
reach all of the tribe's college student (of course neither do AICF funds),
students must apply for them and often are rejected. Also for some tribes the
Higher Ed departments are still very tied to the BIA structure. Further higher
ed depts are not directly connected to most tribal colleges.
