DUTY LOCATION: Washington, D.C.

AREA OF CONSIDERATION: All candidates may apply including

minimum qualifications for the position will be referred to OPM

DUTIES: The incumbent provides overall leadership and direction
for research, planning, application and management of the
technology components of the Museum's public program mission and
administration. The incumbent assures the use of the most
advanced and cutting edge technologies in outreach efforts
involving multiple methods of access by Native American peoples
to information systems.

The incumbent oversees and directs efforts involving both
Smithsonian personnel and private sector contractors in the
identification, development, and operation of systems which will
bring about the most realistic and effective use of the totality
of the Museum's resources and information by Native American
communities, Tribal museums, cultural centers, institutions of
higher learning, and primary and secondary school systems across
the country. The technology associated with such systems will
permit the digital storage of multi-media text, audio data,
graphics, animated graphics, photos, motion pictures, motion
videos, etc.

The incumbent directs a continuous and comprehensive research
effort involving multi-media technology, availability of the
technology and the products of various vendors. The incumbent
assures that the Museums' public programs involve the use of
computer systems that include interactive video computer
applications and information systems, distance learning
components, and the access of data, images and sound from remote
sites.

The incumbent directs the testing of all prototype systems;
develops contracts and oversees the activities and performance of
such contractors in the design, installation and effective
operation of technology components; supervises technical support
staff; and participates with governmental task forces in
reviewing existing policies concerning telecommunication and in
developing critical infrastructure requirements and exploring
universally advanced fiber-optic systems.

QUALIFICATIONS: Applicants must have one year specialized
experience equivalent to the next lower grade level in the
federal service. Specialized experience is experience which
demonsrated accomplishment of computer project assignments that
required a wide range of knowledge of computer requirements and
techniques pertinent to the position to be filled.

SELECTIVE FACTORS:

1) Knowledge of advanced multi-media and computer technology.

2) Knowledge of advanced information and communications systems
and connectivity for networks and remote sites.

QUALITY RANKING FACTORS:

1) Ability to develop and administer contracts for computer
systems and application services.

2) Knowledge of Native American cultures and history.

3) Knowledge of major programs within cultural institutions,
such as research, collections management, public programs,
and exhibitions.
