NTEC was created 5/91 by the Council of Energy Resource Tribes (CERT), the
US Administration for Native Americans (ANA), and the Native American Rights
Fund (NARF). NTEC says it was created to "assist tribes," but has failed to
incorporate, inform or involve tribes, environmentalists, and Native grass
roots organizations. It has spent 2 years working to secure federal/ANA $$
and private sector foundation money and wants to establish itself as THE
central recipient for environmental funds in Indian Country. It is
establishing a Technical Advisory Council and a National Policy Advisory
Council to represent Native Americans but has consistently refused to work
with Native groups.
CERT has played a primary role in NTEC, but its poor environmental record
in Indian Country demonstrates that it is primarily committed to advancing
the interests of corporate developers to log, mine, and rape natural
resources. NARF has also failed to protect Native natural resources and
have not advised Native clients about their right to demand & secure
environmentally sound processes and protections.
The flyer requests people to demand 1) regional consultations with Native
and environmental groups throughout the U.S., 2) the establishment of
regional advisory councils with judicial representatives on the NTEC board
to ensure that environmental policies reflect the consensus of Natives and
environmentalists, 3) that the purposes, bylaws, goals and initiative of
NTEC have been amended to include the consensus of Native people.

I had never heard of NTEC. I have had questions about NARF, but have
supported them.
