A short article I am posting for those of you active in this area:

HYDRO QUEBEC CONSULTATIONS "PATENT SHAM" SAY QUEBEC CREES

Hydro-Quebec is not living up to its agreement to provide an adequate
consultation process on impacts arising from the Great Whale Project, says
Matthew Mikash of Whapmasgoostui.

"Now it is trying to get away with superficial, tick-the-boxes opinion
surveys, calling it real consultation of the Crees. My people want a
genuine opportunity to express their concerns and to have studies properly
undertaken to explore potential impacts," says Chief Mikash.

The Crees have tried since early this year to engage Hydro-Quebec in
discussions regarding an appropriate consultation process. But the
utility has insisted that its consultation methodology is final and
non-negotiable and has to be completed in under three months.

"Hydro Quebec claims it is `being held hostage by tactics of
non-collaboration'" said Matthew Coon Come. "This is absurd. We have
repeatedly offered to negotiate a mutually acceptable, high-quality
consultation process. But Hydro Quebec is right about one thing: the
Crees will not collaborate in a patent sham."
