bows and Mandans

I've been reading a few novels over the summer concerning the North American
migration across the Bering Land Bridge (ie. Sarabande's and the Gear's stuff).
I'm a little curious about the development of the bow and arrow. When did it
come about and by who? Does anyone out there in Netland have any answers and
are there any non-fiction books about for suggested reading on the subject?

I've also read some non-fiction articles about a group of Welsh men cruising up
the Mississippi river and being absorbed by the Mandans, thus giving some of
them (Mandans that is) blue eyes and fair hair. I sort of thought this
explanation and reasoning was a bit like saying that Middle Eastern people got
their dark hair and features because a group Iroquois got lost in a canoe and
ended up in the Red Sea. Does anyone know of information that refutes this
claim? Are there any stories from Native American history or legend that tell
of the Mandans' lighter features before caucasian intervention?
