boundary waters and native americans

I am currently writing a paper that examines the ethical implications of claims
made by some Native American groups that they are exempt from restrictions on
travel in the Boundary Waters Canoe Area in Northern Minnesota.

(1) I would like to know who are making these claims and exactly what the claims
are.

and

(2) I need to find information on the Lac la Croix band of Ojibwa who have what
one pamphlet refers to as "special privileges" in Ontario's Quetico Provincial
Park.
