PANLIPI is an association of lawyers engaged in providing legal
services to the indigenous communities of the Philippines. Their
work emphasizes: litigation, legal advice and counselling,
policy/law reform and advocacy, and para-legal education.
Currently, PANLIPI is working with the Philippines Department of
Environment and Natural Resources' Natural Resource Management
Program. This program is attempting to refine government
policies involving sustainable development, indigenous peoples
and other ecological issues.
Ms. DeGuzman will discuss her work with PANLIPI and the struggle
to protect the legal rights of indigenous Filipinos, especially
with regards to natural resource management and sustainable
development issues. She will also share her recent experiences
as an Asia Foundation Environmental Fellow and her involvement
with such organizations as the International Indian Treaty
Council, the Zuni Nation Conservation Program, the Navajo Nation
Environmental Protection Department and the State of New Mexico
Department of the Environment.
