Commission on Resources and Environment

To whom it may concern:
On June 28, 1992, Action 1-92, the Court of Qwa-Ba-Diwa ruled that
"all agents or assigns of the juridical, governmental and business
establishments of the Province of British Columbia and the Dominion
of Canada are enjoined from exercising jurisdiction in relation to
the State of Qwa-Ba-Diwa..
This includes that portion of our territories referred to by non-
natives as the Carmanah-Walbran watersheds.
Please be advised and instructed that the Commission on Resources
and Environment has no lawful mandate to conduct any discussions
pertaining to the Independent State of Qwa-Ba-Diwa, its lands
and/or resources.
Qwa-Ba-Diwa law, natural law, and international law all confirm
that in the absence of any treaty voluntarily consenting to a
relinquishment of same, the traditional hereditary government
retains full sovereignty and exclusive jurisdiction over their
ancestral homelands.
The longstanding federal-provincial conspiracy to usurp, supplant
and destroy us is well documented and a matter of record. Even a
colonial dinosaur like Canada's Governor-General Lord Dufferin was
moved to address the appalling excesses of provincial land theft
when he reproved B.C. politicians in 1875, ie: "Before we touch an
acre, we make a treaty with the Chiefs representing the Tribes we
are dealing with, and not until then do we consider that we are
entitled to a single acre."
The Independent State of Qwa-Ba-Diwa continues to seek honorable
nation-to-nation negotiations with our neighbor Canada. We ask only
that any and all discussions be carried out in the accepted
international manner of approaching our department of external
affairs through normal diplomatic channels. To date, we have
received no response.
Recently the U. N. Human rights Commission regrettably conluded
that in the case of the Lubicon nation, which is also being clearcut
into extinction, that "effective redress was not possible within
existing Canadian legal and political institutions." This accurately
reflects our experience as well.
Please resist further injuring the trust relationship which has
existed since time immemorial between Qwa-Ba-Diwa territory and
its hereditary guardians.
Instead, please consider supporting and assisting us in our efforts to
establish respect for our sovereignty, and an end to our oppression.
Sincerely,
J. Shafer- External Affairs Branch
