I would suggest the following on the ICC:
A particular jewel is
Ethnohistory. Vol.2, no. 4. (1955) In it you will
find articles by Barney, Gormley, Jones, Lurie, Steward, etc.
Ethnohistory Vol. 3, no. 3 contains a reply from Nancy Lurie as well as
the original article by Manners.
Also... Irredeemable America: The Indian Estate and Land Claims, edited
by Imre Sutton
Also...Black Hills White Justice, by Edward Lazarus (be prepared to throw
this one against the wall in rage)
And probably the place you will want to start is 'There Day in Court:
a History of the Indian Claims Cases" by H.D. Rosenthal
Going to the original cases is probably the best because you get such
an incredible feel for what was going on.
