Your friend should contact the service I use, PSI. I pay $9.00 for
2400 baud access to email and INTERNET/BITNET discussion lists.
telephone 703/620-6651. Ask for info on PSI Basic service.
You can also get access to USENET news for a higher fee. They have
many points-of-presence that are local calls.

[ As I wrote in a note to Aleida recently:
IGC is available from all cities in the U.S. that have SprintNet service
at $5.00/hour (after 6PM and on weekends), or $10/hour at other times
(there's also a $10/month charge, but that sum includes one hour of time
at the $5 rate). It's not necessary to call California directly - you
just call the local Sprintnet "PAD" ("packet assembler/disassembler"),
and tell it you want to connect to IGC ("408346"), and it hooks you up,
like a switchboard. You can also use some special software called
"Global Link" which is pretty good, so you can do all your email and
conference stuff offline. (NATIVE-L is available at IGC and the other
worldwide APC nodes as a conference called "gen.nativenet.")
It is also possible to use special software for the IBM-PC and the Mac
which uses the UUCP protocol, and one can often get a free connection
via a local university.
