Wintu Fast Update

Sept. 8, 1993

Mark Franco and Ricky Wilson has be without FOOD or WATER, since Sunday,
September 5th. Each day and every hour, puts their lives in danger. Many
family members and friends are concern for their welfare. Since these men do
not
belong to a "Federal Recognize Tribe", under the new guidelines of the BIA, no
Indian Health doctor or medical person are willing to provide any medical
support. Other Wintu people who suffer from other aliments, like diabetes,
kidney failure, etc., are also denied any medical treatment.

On Tuesday September 7, 1993, A delegate of Wintu people met with Ada Deer,
Assistant Secretary- Indian Affairs, to discuss the issues. Ms. Deer was
impressed with the documentation the delegates presented, unfortunately, she
stated that she did not have the authority to recognize the Wintu Tribe or
reinstate health services. She did agree to write to Michael Lincoln, Acting
Director, Indian Health Service(IHS) to reinstate all health services to the
Wintu Tribe pending the out come of their petition for federal recognition.

The members of the Wintu Tribe greatly appreciate all the letters, phone calls,
and telegrams in support of the tribe. The Wintu people request that each
person
to continue to notify their representatives, especially now Mr. Lincoln.

Mark and Ricky will continue the Fast(NO FOOD or WATER) until all health
services are reinstated and the that the U.S. government inter in to
negotiation in good faith with the Wintu Tribe, on their recognition.
