There is at least one group who seems to fit what you are looking for...
the American Indian Science and Engineering Society (AISES). They have
as members College, High School, and professional Natives. They also
have their own discussion/mailing group (ie newsgroup) which can be
accessed. In addition they have a national conference the first or
second weekend in November. This year's conference is going to be in
Seattle Washington and I will be there representing IBM's AS/400 Production
Division.
