THIRD CONGRESS OF THE SETU PEOPLES HELD
October 9. The third Setu People's congress was held in the
south-eastern Estonian town of Va"rska. This was the third
congress of the Setu Peoples who are ethnically related to Estonia
and a large community which continues to live in the Petserimaa
region which was annexed by the Soviet Union from Estonia in 1946.
The congress issued appeals to the Estonian and Russian
presidents, and the two parliaments which, among other things,
called for the re-establishment of ties with Estonia and the free
movement of the people across the administrative border
established by the Soviet Union and enforced by the current
Russian authorities.
Further the congress called for support for economic reforms in
the Petserimaa region and for provision of language, education,
and preservation of Setu culture.
The earlier Setu congresses were held in 1921 and in 1930.
Deputy Speaker of the Estonian Parliament, Tunne Kelam, and
Minister of Foreign Affairs, Trivimi Velliste, attended the
congress as guests.
