Ammendment:

An amendment in the nature of a substitute which would allow the
Lumbee Indian Tribe of North Carolina to apply for federal tribal
recognition with the Department of the Interior through expedited
procedures. The amendment would not grant federal tribal status to the
Lumbee tribe legislatively, as the bill would do.
