Mr. Clinton,

I thank you once again for your response. I see your points and we are in
agreement for the most part. Just a couple of questions left that I'd
like to get your views on, if I may? First, do you think that sovereignty
is the best choice to find solutions to the constitutional inequality
experienced by Indian people in the courts (with or without NAFERA's
influence)? And secondly, how can sovereignty be achieved should unity
ever be attained by all tribes? I have heard it articulated by legal
professionals that many tribes are too afraid to get out from under the
BIA, and don't want to suffer as the tribe will have to find a new (old,
actually) balance for survival. This is obviously a very complex issue,
but I was just wondering what your thoughts are, and if you feel that
sovereignty is the best existence for Indian people. (Iroquois are viewed
as sovereign by the U.S. government, as I understand, and seem to have far
less problems especially in the area of religious freedom...)

Your responses are greatly appreciated.
