United States Tribes and Insurance

I am currently revising a paper I wrote a couple of years ago on the
ability of Native American tribes to purchase insurance in the United
States. At the time I wrote the paper, I conducted several telephone
interviews with various organizations involved in either purchasing or
supplying such insurance. The general consensus seemed to be that the
standard insurance markets do not serve tribes very well because they
tend to offer policies that are underinclusive in some ways and
overinclusive in others, because the policies are usually designed for
state and local governments as opposed to tribal governments. I would be
very interested in any information that anyone has on this topic, as
there seems to be a marked dearth of published information. Thank you.
