There are some essays in Indians in American History ed. by Frederick Hoxie,
1988 that might be helpful. I've only skimmed the book but chapter five is
on tribes and the constitution and chapter 7, I believe, touches on some of
the policies as they related to expansion by Whites.
You might also try contacting Michael Green at the University of Kentucky
(he's in history). I'm sorry that I can't be more specific about his address
but he transferred there from Dartmouth where I had him.
