The Indian casinos are not accountable to the feds. However, Indian casinos,
according to the Indian Gaming Commission in Washington, must get permission
from the tribal government before opening a casino. In other words, the
Plattsburgh AFB must be transferred to the Mohawk National government, then
THEY decide if they want to open a casino on it. If permission is denied, then
the land belongs to the Mohawk nation for its own use.
If the land is transfered to a Mohawk casino owner himself, then he does not
fall under the Indian clause, and must pay taxes. He will also be subject to
New York State regulations, since it will be considered a "private" venture,
and not owned by the Mohawk Nation.
