As it happens, I just received this information from the White House, in
two parts. I hope this is helpful! The first is from the White House
autoresponder:

Welcome to the White House automatic mail response system.
To send requests to the response system, simply enclose them in the
body of a message addressed to publications@whitehouse.gov.

In order to be correctly processed, requests must be in the
message BODY, not in the Subject: line

Commands:

The following commands are recognized:
help - Will send you this file.

topic STRING - Will send you a list of files and file numbers
with the specified string in their title.

send file NUMBER - Will send you the specified file. The file number
is returned as part of a "topic" request.

send index - Will send you the complete file index from the
server. This file is approximately 400kb in size.

uuencode - Sets the file transfer mode to uuencode all
binary data. This mode should be used when requesting
binary files. Place the "uuencode" command before
the "send file" request, Ex:
uuencode
send file 1239713
Note that the "uuencode" and "send file" commands
must be separate different lines.

Example of retrieving a document:

Once the message has been sent with a topic request, a reply will
arrive with matching files listed, such as:

Anonymous FTP:

The publications area is available for anonymous FTP over the
internet. To access a file, FTP to whitehouse.gov, and log in as user
"anonymous". The FTP area is set up such that files are stored under
the same name as used by the mail responder. I.e.: The file in the
example above can be found in the FTP area as file:
pub/political-science/nafta/full-text/surge.txt
