Subject: REQUEST TRIBAL RESOLUTION OF SUPPORT - TRIBAL COLLEGE
LAND-GRANT BILL S-1345
Date: April 18, 1994

The American Indian Higher Education Consortium (AIHEC) met with Marion
Berry, President Clinton's Special Liason with the Dept. of Agriculture.
Mr. Berry suggest that AIHEC should seek support from Tribes via adopted
resolutions for bill S. 1345. Please find below a copy of a draft

DRAFT SAMPLE RESOLUTION

WHEREAS, land-grant colleges have played the role of providing
crucial outreach, education, and extension services, to rural America, and

WHEREAS, 74 existing land-grant colleges currently provide these
services to the 50 states, the District of Columbia, and the U.S. Trust
territories, and

WHEREAS, American Indian reservations remain the last lands under
the American flag which do not have sufficient access to these programs, and

WHEREAS, equity dictates that these program be provided to Tribal
Colleges as they have been provided to other trust territory colleges and
special population colleges, and

WHEREAS, the 29 institutions of the American Indian Higher
Education Consortium have a successful history of providing outreach to
their respective communities, now

THEREFORE BE IT RESOLVED, that the _______________ Tribal Council
urges the immediate enactment of S. 1345, "The Equity in Educational
Land-Grant Status Act of 1993.
