Mexican Indigenous policies?

Hello everyone, My name is Steve Whitman, and I am new to this list. I
work at the Resource Center in Albuquerque, NM, where we are working on a
book on Mexico, focusing on changes in the agrarian/agricultural sector
which have been occuring as a result of Mexico's increased global integration.
I am looking for information regarding Mexican gov't. policies towards
indigenous communities, specifically official institutions such as INI. My
understanding is that the Article 27 reforms also included reforms of indian
policy -I'm trying to track down what these changes have been. I'm subscribed
to Chiapas-l and Mexico94, so I'm pretty up to date on the Chiapas situation,
Its policy reform info I'm looking for. Thanks in advance for any help,
