I know that there is a Folklore program building at the University of
Wisconsin, and that the University of Texas has always been strong in that
area, as well as American Studies. The University of California's Davis and
Berkeley campuses are strong in Native American Studies. You may also want
to try the University of Minnesota for Native American studies and
Literature.
The University of Michigan here has a new Native American Studies program
starting within its American Culture Ph.D. program. There are students in
the Anthropology Department here who do folklore. My sense is that the
English department is not as strong for these concerns. I think that Texas
or Minnesota would be the best bet (along with UCLA and Arizona).
