The Covenant as well as a background paper are available online
via the Fourth World Documentation Project. I will post further
information on the FWDP in a separate message. A hard copy edition of
the Covenant is available for a small fee -- please e-mail me for further
information.
The Covenant is located in the "International" area of the FWDP.
The file is called, "icrin-94.txt".
