In my experience taking stuff out to the guys at the UT State Prison
the chaplin's office has much more freedom to bring in things like
books. Most prisons that I have had dealings with do not let individuals
send in books or much of anything, but will allow the chaplin's office to
collect and give out materials to inmates. Since the person's message
clearly said everything has to go through the chaplin's office I would take
it that Mich's penn is fairly simular to others and things (books, etc)
will get to inmates. If you have any specific questions I would call the
chaplin's office at the Mich penn. On a personal note, this kind of help
is really needed by our Indian brothers and sisters in prison.
