tribal & federal regs for small businesses

While in northern Arizona just after the Navajo Tribal elections, and
the NO vote on reservation gambling, several people told me of
"cumbersome" qualifications and restrictions which cause considerable
red tape and delays for those Navajos who want to start reservation
businesses. Can anyone direct me to some information about
existing regulations, at both the tribal and federal level? I am part
of a ad hoc local group studying survival of small businesses in our
increasingly greedy corporate world.
