For an interesting case study of the many ways in which the issue can be
played out, I suggest looking at the checkered record of Indian Gaming
here in Oregon. We have tribes having good and bad relations with the
legislature and/or the governor to one gaming center that I went to that
had no Indian employees or patrons, and except for the name, Cow Creek
Indian Gaming Center, you would never know that it was a Indian
establishment.
