There's a decent overview article of the current situation in
regard to Indian gambling in NATIVE AMERICA IN THE TWENTIETH CENTURY : AN
ENCYCLOPEDIA. The article is called "Gaming", and has several references
to articles elsewhere - many are law review articles. Come to think of
it, a WESTLAW search at your local law library should turn up lots of
info. There is a journal called the AMERICAN INDIAN LAW REVIEW that
should have stuff, too.
