Try iorns@csuvax1.murdoch.edu.au (Catherine Iorns) who is an ex patriate New
Zealander lecturing at Murdoch University (my alma mater) has extensive
knowledge on the area. Note that she is also the editor for the special
edition of Murdoch's E-Law journal (electronic journal) focussing on
indigenous issues (you may have seen the message on Native-L).

A less direct route - try looking for the following names in a New Zealand
email directory :-)

Tom Bennion
Paul McHugh

They both have written books and articles on the Waitangi Tribunal. McHugh,
in particular, has a good book entitled "The Maori Magna Carta" or something
similar, published by Butterworths (circa 1991?), on indigenous rights in
New Zealand (Catherine has a copy!).
