CALL FOR PRESENTERS
The AIHEC 1995 Conference Planning Committee is requesting applications for
presentations. The Presentation application should be postmarked no later
than February 22, 1995. Selected presenters will be notified by March 1,
1995. The AIHEC Conference Steering Committee screens requests for
determination of appropriate strand, for time frame and for compatibility
with the conference theme. We encourage you to have elder participation in
your workshops. Workshops with elders will get priority selection.

BOOTH EXHIBITS
AIHEC is offering space for exhibits at the conference. There are 84 spaces
available in the Edmund Fitzgerald Exhibit Hall at the Duluth Entertainment
and Convention Center. Exhibit hours are 9:00 - 5:00, Monday and Tuesday,
April 10 & 11, 1995. Registration fees will be based on the following
schedule.

All registrations will be processed on a first-come, first-served basis. The
exhibitors are responsible for their materials as well as working in their

Each booth will be provided with one table and registration badge. Special
arrangements to meet the requirements of vendors and exhibitors are available
if notification is given in advance of the conference opening.

FOR STUDENT COMPETITION
(Business, College Bowl, Art, Math/Science,
Speech, and AIHEC 1995 Man & Woman of the Year)
1. Must be full or part-time student, (6 credits or more, but not an
employee of an AIHEC college).
2. Students need not have been enrolled the previous semester. However,
they must be making current satisfactory progress (daily G.P.A. of 2.00).
3. Students who were enrolled the previous semester must have earned a
G.P.A. of 2.00 for that semester, and must be making current satisfactory
progress (daily G.P.A.of 2.00).
The Pow-wow & Handgames are open for public participation.

GENERAL BUSINESS TOURNAMENT RULES:
1. Each college will be limited to 3 students participating in each event
with a 4th listed as an alternate. Each college will have a
maximum of 6 different students.
2. Each student participant may enter 1 or 2 events.
3. There will be cash awards and plaques given to the top 3 individual
winners in each event as well as trophies.
4. There will be awards for the top 3 Tribal Colleges based on total team
points and recognition given for the 4th and 5th places.
5. In each event, team points will be the total points of the entrants. If
only 2 are entered, then it will be the total of the 2 entrants.
6. The top 5 colleges will be selected based on the total of all the
entrants in its 6 events. (Remember, a maximum of 3 entrants are
allowed to participate in each event).
7. Points will be awarded as follows:
1st ~ 5 points
2nd ~ 4 points
3rd ~ 3 points
4th ~ 2 points
5th ~ 1 point
ALL POINTS EARNED WILL BE ADDED TO DETERMINE THE TEAM WINNER
8. Tie-breaker will be determined as follows: the school with the most 1st
place finishes will be declared the winner. If there are still ties, the
school with the most 2nd place finishes will be declared the winner, etc.
9. The maximum time allowed for each event is 45 minutes.
10. Testing will be begin ON TIME. If an entrant is 10 minutes late, she/he
will forfeit his/her position on the team and individual points. The
alternate may replace her/him, but must adhere to the testing time.
11. Once the registration forms for the tournament are submitted, NO CHANGES
will be accepted if postmarked after the deadline.
12. No entrant for any event will be accepted if registration is postmarked
after the deadline.
13. All decisions will be final.
14. All test packets will be mailed to the appropriate colleges after the
convention.
15. The rules will be enforced by the hosting institutions.

POSTER SESSION GUIDELINES
1. Categories:
*Mathematics and Computer Science
*Life Sciences which will include Medicine/Health
*Physical Sciences which will include Earth/Space Sciences
2. Entry should be organized for display and presentation as follows:

3. Science project will include a written report with bibliography.
4. Project presentation will include a discussion with a professional
in the field of sciences, mathematics, engineering, and/or education.
5. Poster of science project may include illustrations and
photographs. No actual models, live animals, or electrical gadgets, please.
6. Project should be mounted on sturdy poster board or cardboard which
could stand alone. The project can be displayed on one board. It should not
exceed a 3-panel display with each panel being no larger than 22" X 28".

GENERAL RULES FOR ALL SPEECHES AND INTERPRETATIONS
1. Categories for speech include: Extemporaneous, Informational, and
Persuasive. Categories for Oral Interpretation include: Serious, Humorous,
and Dramatic Duo.
2. There will be no limit imposed on the number of entries in categories.
This is to encourage beginning competitors while maintaining experienced
students.
3. Coaches may serve as timers, but may not judge.
4. Students wishing to compete in extemporaneous speaking must provide
their own extemporaneous file. No other materials may be used by the
competitor.
5. All categories will be restricted to time limitations of 5 to 8 minutes.
Students will be allowed to complete the last sentence only when running
overtime. Pieces which do not meet minimum time limits will be automatically
ranked as 5.
6. Contestants will be signaled manually by the timer when one minute
remains.
7. Specific criteria for judging various categories have been enclosed in
the packet and are taken from Minnesota High School Regulations.
8. In order to schedule rounds, all names and categories must be submitted
on the enclosed form by March 1, 1995. They should be mailed to:

9. Rankings will be judged according to MHSAA criteria. Each contestant is
to be ranked as 1 being the top in the round second as 2 , third as 3, fourth
as 4 and all others as 5. Only ranks of 1, 2, and 3 will advance to the
final round. Each contestant will compete in two rounds with a different
judge per round. The final round will utilize three judges.

EXTEMPORANEOUS SPEECH
OBJECTIVES:
The term ~extemporaneous speaking~ is perhaps the most misunderstood
term in the field of speech. The majority of people, if questioned, will
answer that it means speaking without preparation. This is not the case.
Neither does extemporaneous speaking imply that style of speaking which is
best described as ~oratorical~ or ~formal~. The extemporaneous speaker is
thoroughly prepared and his/her ideas are thoroughly organized, but his/her
speech is neither read nor memorized. The speaker is, in effect, so well
informed on his/her subject that he/she finds no necessity to rely on
memorization nor a script.
It is this semi-formal style of speaking with its emphasis on the
communication of ideas which has a place, and an important place, in the
speech contest. It is this style of speaking which prepares the students to
meet the speaking situations which they will most often encounter in everyday
living: sales managers, teachers, parents at a P.T.A. meeting, or architects
attempting to acquire a new commission. All are meeting the public speaking
situation on this semi-formal basis.
Let us then aim in the speech contest for the development of skills
which will aid the student in communicating with others ~ informing,
controlling, and enjoying association with his/her family or
acquaintances and professional associates through speech.
1. More than one entry per college will be allowed.
2. Topics will be prepared by the committee in advance of the contest. No
college will have prior knowledge of the topics.
3. All topics will be drawn from current events and issues. Students
should prepare by advanced reading of such publications as Newsweek, US World
Report, and Time.
4. Each college will bring its own extemporaneous. file. No other
materials will be allowed.
5. Speech format should include a standard Introduction, Body, and
Conclusion. The thesis should, however, include the topic question.
6. Contestants will be allowed to draw two topics, and select and develop
the one preferred. A strict 30 minute preparation period is permitted prior
to speech delivery. Drawing of topics will begin one hour before contest
time at 10 minute intervals. Coaches are advised to watch contest times if
a student competes in more than one category. Late contestants will not be
allowed to draw.
7. Contestant may not listen to other extemporaneous speeches prior to
his/her delivery time.

ORAL INTERPRETATION
(Serious, Humorous, Duo)
(5-8 minutes)
Oral Interpretation may consist of the following:
a) Poetry and prose readings
b) Famous speeches
c) Drama cuttings (plays)
d) Legends, stories
e) Cuttings from novels and short stories
f) The Bible
g) Magazine articles
h) Essays
i) Newspaper articles
Interpretation is the art of re-creation. You re-create the selection in its
total effect. As the interpreter, you try to re-create the intellectual and
emotional meaning that the writer was trying to convey.
Interpretation differs from impersonation and acting in 4 ways:
1) The interpreter reads the material as himself/herself.
2) The interpreter shares the material with the audience.
3) The interpreter establishes the fact that he/she is the
intermediary between the writer and the audience.
4) The interpreter sets the scene in the minds of the audience and not
on the platform.
Steps to follow in preparing your presentation:
1) Cut selection to the appropriate time allotted. Make sure the
intellectual and emotional content remain intact.
2) Rewrite the selection double spaced so that it is both easy to read
and to follow. Mount the pages on 8 1/2" X 11" cardboard or construction
paper and number each page.
3) Mark the pauses and the words and phrases for emphasis.
4) Prepare an appropriate and attention-catching introduction. The
introduction sets the scene and establishes the mood forthe interpreter and
the audience.
5) Practice, Practice, Practice.
The introduction can include the following:
a) the setting
b) the time
c) biographical information
d) cultural background
e) psychological aspects of the character/writer
f) any other pertinent information or explanations
THE INTRODUCTION MUST BE MEMORIZED
The introduction is counted in the total time of your presentation.
If a drama cutting is selected:
a) be sure to place characters in different areas of the audience
(if there is more than one character).
b) placement of the characters can be accomplished by turning slightly
to the left or right.
c) distinguish between each character by voice and body inflection.
d) suggest each character through vocal elements, posture, and muscle
tone.
e) face straight ahead during the introduction and when explaining
scene changes.
A microphone will not be used. It will be up to the speaker to project
his/her voice so that everyone in the audience can hear and understand the
interpretation.

ESSAY WRITING CONTEST
1. Students may submit only one essay.
2. The essay will be written in the form of a position paper.
3. It will be judged according to guidelines.
4. It will be judged according to quality of structure and content.
5. It must be a minimum of eight pages, no longer than 10 pages, and
double spaced.
6. It may be first person or expository styles.
7. Essays should be researched and appropriately documented with works
cited. In-text citations must be correctly inserted.
8. Entries will be sent to Shirley M. DeFoe with a contest number.
Names of writers will not be included on the judge's copy.
9. Marla Ahlgren (English Department) of Fond du Lac Tribal &
Community College, and staff members at each of the host colleges
will judge the essays. Their decision is final.

NOMINATION CRITERIA
To be considered for the ~Tribal College Student of the Year~ awards,
college student candidates must:
1. Be enrolled as a full-time student by his/her institution.
2. Have maintained a minimum of a cumulative 3.25 grade point average (GPA)
with a written verification provided by the college~s registrar.
3. Submit written nominations with at least two (2) letters of
recommendation by college administrators, faculty, and/or by local Student
Services personnel and student organizational representatives.
Selection of the student recipients will be based upon:
* Degree of participation in local student organizations, clubs, and
extra-curricular activities.
* Involvement in other Tribal college events and institution
activities.
* Level of involvement with reservation communities and Tribal
organizations on a volunteer basis.
* Achievement of personal and professional goals.
* Types of achievement and recognition honors.
Complete Tribal college student award nominations will include:
a. Nomination with appropriate information.
b. Two (2) letters of recommendation.
c. Written verification of student status and cumulative GPA
verified by the college's registrar.

CONTESTANT RULES
QUALIFICATIONS:
1. No age limit.
2. Must be enrolled (6 or more credits) in a Tribally-Controlled Community
College.
3. Maintaining a grade point average of 2.0 (C) or better.
4. Must possess knowledge of Tribal Tradition.
CRITERIA:
1. A College student must be nominated by a College employee (submit
nomination form with proof of college enrollment).
2. Student must submit essay on "How Has Attending Tribal College Changed
Your Life?".
3. Student must submit 2 letters of recommendation from sources who
are familiar with his/her traditional contributions.
4. Student must submit a personal profile.
5. Student must be available for private interview during AIHEC 1995
Conference.
The AIHEC Man and Woman of the Year will represent students from all Tribal
Colleges and will serve as goodwill ambassadors to all people in Indian
Country.
The AIHEC Man and Woman of the Year will be announced at the Student Awards
Breakfast to be held on April 12 , 1995, as a part of the 1995 AIHEC
Conference inDuluth, MN.

1995 AIHEC COLLEGE BOWL
RULES AND REGULATIONS
The College Bowl will be a double elimination tournament. Anita Hanson
(FDLTCC) will be the tournament manager. Each school will be notified of the
pairings and when their first round will take place by March 31, 1995. The
planning committee has set the following guidelines for participation in the
1995 AIHEC College Bowl:
* Participants must have an overall minimum GPA of 2.0.
* Participants must have been enrolled in school for at least one (1)
quarter or (1) semester of college courses and be carrying at least six (6)
hours of current quarter semester or quarter course work.
* All teams will consist of 4 individuals and 1 alternate.
* Each school~s registrar will verify their team enrollments and
GPA's. Letters of verification should accompany conference registration.
* A question pool will be generated by the five host colleges from
the 6 reference sources attached. Questions will be scaled by level of
difficulty ranging from one to three, with three being the most difficult.
All questions will be placed on 5~ x 7~ notecards containing the following

ART SHOW OBJECTIVES:
1. Strengthen existing college art programs.
2. Provide incentives for production of quality art pieces.
3. Showcase a variety of tribally significant art pieces.
4. Provide a forum for college students to showcase talent.
5. Provide potential outlet for marketing student artwork.
ART SHOW RULES:
1. All artwork entered must be completed by an AIHEC-affiliated college
student.
2. Artwork may be accompanied by a representative from the artist~s
sponsoring college. All entries marked "For Sale" must be accompanied by the
artist, or give written permission for the sale of such art to their
representative.
3. All entries must have been produced by a living artist within the last
two (2) years.
4. All entries must arrive at the Fond du Lac Tribal & Community
College no later than April 2, 1995. Entries must remain on exhibit until
April 12, 1995 at the Duluth Entertainment & Convention Center.
5. All entries will be judged by those in attendance at the annual
conference. The votes will be tallied at 3:00 p.m., April 11, 1995.
6. Fourth place winners will receive AIHEC People~s Choice ribbons. The
artist submitting the First, Second, and Third Place entries will also
receive a commemorative plaque for their achievements.
7. All entries must reflect the "Honoring the Passage of Cultural
Knowledge and Tradition" theme.
8. Artists may enter up to four (4) entries, which must remain on-site for
the duration of the competition, to be eligible for awards.
9. Student entry forms must accompany any artwork submitted for
competition.
10. AIHEC will not be responsible for lost items.
