A good place to start is to check with a law school library or any law
library, and look for the West Publishing Company paperback book, on
federal Indian Law. I don't know where mine went, but it'll give you the
basic law and it's a nutshell type coverage of federal policy/programs.
Basically, the program occurred as part of an assimilation program to get
the Indian off the res. Indians were given a small living stipend and
sent to learn job skills like welding in urban areas like L.A., Mpls., Chgo.
Happened around 1950. I'm sure there's lots of other stuff written, you
might check with a historian at a college.
The program failed; lots of Indian families disintegrated in the city and
lots of us Indian kids ended up in county/state foster homes. Which is
another story and which lead to the Indian Child Welfare Act.
