Hello, I'm a Native American graduate student at the University of
Montana. Currently the Flathead tribe is at an impass with the state
over compact agreements on classIII gaming. The district court has ruled
that the state cannot be sued siteing the 11th amendment protection. I
am planning to due some research on this subject. Awhile ago I saw that
someone from Hawaii had done a thesis on this subject. I'm asking that
if anyone can direct me to this person or has any research papers please
let me know. Or if you could just send me some information please send
