I can't comment on Bois Fort, but will be happy to provide you with
what info I can on the creation of Chippewa National Forest, where I
am currently the Heritage Program Leader. This will have to be by
snail mail, however.
In brief, there was a movement begun about 1899 to create a national
park from the reservation lands. This was spurred by great concern
over timber theft and destructive logging practices. In 1902, the
Morris Act established a forest reserve, the first in the eastern US.
This forest reserve became the Minnesota National Forest in 1908; the
name was changed to the Chippewa National Forest in 1928.
I will refer your inquiry about Bois Fort to my counterpart on the
Nicolet National Forest. If he can't help, he may be able to direct
you to someone who can.
