1923 WILLIAMS TREATIES/OPEN ACCESS

Boozhoo,
Again, I am asking about the 1923 Williams Treaties. I went to the Ontario
Governments' Native Affairs Secretariat here in Peterborough, Ontario, Canada,
to get some info.
Interesting thing happened....I was told that a certain Joan Holmes and
Associates had done a comprehensive set of reports on the Williams Treaties
and had stated the liabilities of the Fed and the Provincial gov't with
reference to the treaties and ongoing negotiations with the Chippewa and
Mississauga (Anishnaabeg). The Community Liaison Coordinator, Carol
Franks, showed me the set of reports. It was in a 3-4'' binder on her
desk. I asked if I could see it, and was told NO! She told me that it was
an internal Report for the Fed and that the only way I could see it was to
go through the Freedom of Info. Act. Can you believe it?
Anyway, this report is part of the Fed's work up to the negotiations now
underway and these negotiations are public. I feel that the Holmes reports
should also be public. Does anybody out there have a political opinion on
this?
Finally....by any chance does anybody know where I can get my hands on this
set of reports.
