Federal "recognition" process?

Hi! Iam a graduate student at the School for International Training in
Vermont. I am working with the Abenakis in the area on a paper about the
process of getting recognized by the US govt and how that relates to
economic issues; how it will benefit the tribe, if it does, what is to be
gained....like that. I will eventually be writing my thesis on land and
resource rights of indigenous peoples all over the world. Could anyone
tell me where I can get info about this process (from Vermont, for
free??!!) Personal experiences or expertise in this area is great, too.
